Gender dysphoria is an identifiable affliction, while transgender status is a belief held by many victims of gender dysphoria in an attempt to find meaning in their affliction. That is something all people do when confronted with hardship and the so-called evils of life; but beliefs are privately-held explanations for experience, and are not a proper basis for law, public policy or civil rights.
This does not mean we should not make every reasonable attempt to accommodate victims of gender dysphoria in an effort to help them participate in society as fully as reasonably possible; but it doesn't mean we need to surrender to the meme that "trans women are women." Maybe they are, maybe they're not; we can't prove it, one way or the other, and that's the problem.
